GENERAL RULES AND REGULATIONS

| 1. |
ELIGIBILITY |
| |
| 1.1 |
Only Law Colleges/Universities recognized by the Bar Council of India are eligible to participate. |
| 1.2 |
Only bonafide students pursuing LL.B. Three Year/Five Year Degree programmes in aforementioned institutions [1.1], during the current academic year and officially deputed by such institutions, are eligible to participate. |
| 1.3 |
Participation at this competition is only by invitation and the participating institutions shall have to compete in all the three events listed below [2]. |
| 1.4 |
Only 16 teams are permitted to participate in the competition. |

Note: All registered teams, confirmed by the organizers shall be sent a detailed Itinerary. |

| 3. |
COMPOSITION OF TEAMS |
| |
| 3.1 |
Each college shall send only one team. Each team shall consist of not more than FOUR participants; the team as such shall compulsorily participate in all the three events at the Lex Novitas 2011. |
| 3.2 |
For the details of the composition of the team for a specific event, please refer to the Rules and Regulations of the respective Events. |

| 4. |
REGISTRATION |
| |
| 4.1 |
PRE-ARRIVAL |
|
|
|
4.1.1 |
Teams/Participants are required to submit Institutional Registration Form (see Annexure I) endorsed by the Head of the Institutionalong with the registration fee of Rs.1500/- by way of Demand Draft drawn in the name of V.M.Salgaocar College of Law, Panaji, Goa which has to reach the organizers not later than 3rd of January 2011. |

4.1.2 |
Registered teams are required to verify their registration and confirm their arrival over phone/fax/email before 10th of January 2011. |

| 4.2 |
POST-ARRIVAL |
|
| |
4.2.1 |
All the members of the registered teams are required to confirm their participation by reporting in person on the 20th of January 2011, between 5:00 to 6:00 pm at V. M. Salgaocar College of Law in Hall No.8. |
| |
4.2.2 |
All the participants shall carry their College/University Identity Cards at the time of registration as well as at all times thereafter, while in the campus. |
| |
4.2.3 |
Participants are advised to carry photocopies of all duly filled forms that have been submitted to the organizers. |
| |
| 5. |
ORIENTATION PROGRAMME |
| |
| 5.1 |
The orientation for Lex Novitas 2011 will be held on 20th January 2011 at 6 pm. |
| 5.2 |
Participants will be briefed about the details of each event, wherein they are welcome to seek clarifications. |
| 5.3 |
Draw of lots and allocation of team codes wherever required, will be carried out during this session. |
| 5.4 |
All team members are required to be compulsorily present at the time of registration and orientation, failing which their registration may be cancelled. |

| 6. |
CODE OF CONDUCT |
| |
| 6.1 |
All the participants must be dressed in a dignified manner befitting the legal profession for the respective events. |
| 6.2 |
Friendly and healthy interaction among the participating teams and with the students of the host college is encouraged and expected. |
| 6.3 |
Use of mobile phones by the participants is strictly prohibited during the competition. |
| 6.4 |
The participant shall not reveal the identity of his/her college/university at any point of time during any of the competitions. |
| 6.5 |
Scouting or any other unethical/unprofessional conduct is strictly prohibited. |
| |
| 7. |
RULES AND REGULATIONS |
| |
| 7.1 |
Detailed Rules and Regulations for each event are mentioned along with the respective event. |
| 7.2 |
Rules shall be strictly complied with. Non-compliance of any of the rules will result in disqualification of the whole team. |
| 7.3 |
Clarifications regarding the rules and regulations may be sought from the organizers by email wherever necessary. |
| 7.4 |
Common doubts/vagueness in the rules, if any, will be clarified in the form of corrigenda, which will be sent to all teams by email. |
| 7.5 |
The decision of the Grievance Committee shall be final on any matter including circumstances not envisaged in the rules and regulations of the competitions. |
| 7.6 |
Shortfall in the number of teams because of withdrawal of any team or any other reason shall be filled in by introducing a team (or teams) from the host college; such a team will not be eligible for any prize. |
| 7.7 |
Awards, prizes, and certificates shall be distributed at the Valedictory function only on 23rd January 2011 and the same shall not be given/sent to any person thereafter under any circumstance. Therefore, teams should ensure their presence at Valedictory function, formally dressed for the same. |
| 7.8 |
All teams/participants may access the college website at www.vmslaw.edu for information/details regarding Lex Novitas 2011. |
| 7.9 |
The proceedings of all the competitions shall be in English. |

| 8. |
OVERALL CHAMPIONSHIP |
| |
| 8.1 |
The Over all championship trophy will be awarded to a team scoring maximum points, provided the team is also a winner in at least one of the events. |
|
|
8.1.1 |
If the team, which secures the highest points, does not win in any events then the overall championship will be awarded to the team, which has the next highest score and is a winner of at least one of the events. |

8.1.2 |
Teams will be allotted individual scores and team rankings at the end of every event. |
| |
| 8.2 |
Following are the event wise scores for the purpose of deciding the Overall Champions: |

8.2.1 |
Moot Court: First Place – 40; Second Place – 25; Loosing Semi finalists – 15 each. |
| |
8.2.2 |
Getting Yes: First Place – 30; Second Place – 20; Loosing Semi - finalists – 10 each. |
| |
8.2.3 |
Lend a Lawyer: First Place – 30; Second Place – 20; Loosing Semi - finalists – 10 each |

| 9. |
TRANSPORT |
| |
| 9.1 |
The College is located in the capital city of Panjim at Miramar 4 kms, from the Panjim Bus Stand and is easily accessible by city bus service by paying Rs 5 per person, Auto-Rickshaw approx Rs. 70/- and taxi approx Rs. 120/- |
| 9.2 |
The city of Panjim is well connected. Nearest railway stations are Tivim (Thivim) -18 kms; Carambolim (Karmali)-12 kms; Margao (Madgaon) -36 kms; and Vasco-Da-Gama -33 kms; from the College. The nearest airport is at Vasco-Da-Gama i.e. Dabolim Airport - 36 kms from the College. |

| 10. |
ACCOMMODATION |
| |
| 10.1 |
The participants should arrive on 20th January 2011, latest by 5.00 p.m and not earlier than 20th or later. |
| 10.2 |
The College will provide accommodation (lodging only) for teams from outside Goa, for not more than four participants per team for four nights i.e. from 9.a.m on 20th January 2011 onwards till 9 a.m on 24thJanuary 2011. |
| 10.3 |
Accommodation (lodging only) will be provided in Hotel Goa International, Tonca, which is situated at a walk able distance from the College. |
| 10.4 |

| 10.5 |
Refreshments for the participants during the days of the competition will be arranged at the College premises. To facilitate the same, coupons will be issued to the participants. |
