The Faculty

He is the Principal of the V.M. Salgaocar College of Law since 1996 and during his tenure; legal education in Goa has taken great strides.

He holds several eminent positions in legal education both at the National and State level. He is presently the Dean, Faculty of Law, Goa University & the Chairman, Board of Studies in Law, Goa University and also a Member of the Executive Council of the Academic Council of the Goa University. He is also a Member of the Post Graduate Board of Studies in Law Kuvempu University, Shankargatta, Karnataka.

He is a recognized Ph.D. Guide for Goa University, Shivaji University, Kolhapur, North West University, Jalgaon, Maharashtra and Symbiosis International University, Pune. He visited Essex University, UK in 2007 as part of the UKIERI Project sponsored by the British Council to foster the Faculty-Student Exchange Programme between V.M. Salgaocar College of Law and the Essex University.

He visited, in April 2010, the University of Lisbon as a Resource Person to conduct a Conference on Human Rights, to students of Comparative Laws as per the invitation of the Institute of Juridical Cooperation, Lisbon.

His areas of interest are Legal Theory, Human Rights, Labour Law and the Law of Torts. He has a number of research publications to his credit in the International and National Journals on various topics related to human rights and child labour. He is often invited as Resource Person for Orientation Programmes at the Goa University, Refresher Programmes of the National Law School University of India, Bangalore and many other National Seminars and Workshops.

He is the Founder President of the South Asian Forum for Clinical Law Teachers - a Registered Society of Law Teachers in South Asia.
 

 


Dr. CARMO D’SOUZA

He has been teaching at this college since 14 years. He began his teaching carrier in 1973 as an Assistant Teacher at St. Lawrence High School. He then moved to Higher Secondary in 1979, teaching Mathematics at the Junior College. After completing his Ph.D. (Laws) from the University of Pune, he joined Kare College of Law (Margao). He then joined V. M. Salgaocar College in 1996. Earlier in 1992, as his special interest was Constitutional Law, he did the Fellowship Programme of the Institute of Constitutional and Parliamentary Studies, New Delhi and submitted his dissertation on ‘Law Making in Parliament’. He was granted Gulbenkian Scholarship in 2000 to visit Portugal for three months for a comparative study of Portuguese and Indian Constitutional Law.

He is recognized as guide for Ph.D. Programme of Goa University. He has his website www.ismilda.org, to motivate research in the area of World Constitutionalism as well as research on Goa .
 
He has authored a number of books on Law as well as fiction. Along with his brother Dr. Anthony D’ Souza he has co-edited World Constitutionalism (2008) and Civil Law : An Indian Perspective(2009) both published by Cambridge Scholars Publishing (U. K.). Several Academicians and Scholars of repute from different countries of the world have penned their articles to each of these two books.

At this college he has been teaching courses in Family law, Criminology, Interpretation of Statutes and Legal Language and Legal Learning.
 

 
He is the Head of the Department of Law and a senior lecturer with 15 years of teaching experience. He joined this Institution in 1996, prior to which he served as a lecturer in law for three years in the State of Andhra Pradesh.

He teaches courses on Constitutional law, Administrative law, Negotiation, Mediation, Law of Evidence and Contract as well as Client Counselling. Over the course of his career with this Institution, he has been the Chairman of Moot Court Society and the Legal Aid Society.

He is the first recipient of Vanderbilt - Fulbright Fellowship in clinical legal education from India.

He is very active in the clinical legal education movement in India. He is an active member of the Global Alliance for Justice Education and the Secretary of the Forum of South Asian Clinical Law Teachers. Being the Secretary, he has conducted five Regional ‘Training the Trainers’ Programmes in India for training law teachers in clinical legal education.

He is also a Member of the National Coordination Committee to conduct the Louis M. Brown International Client Counseling Competition. He has presented papers at International and National Seminars. Presently, he is involved with the Law Students Forum and the ADR Board.

His areas of interest are Constitutional Law, ADR and Clinical Legal Education.
 

 


Mr. GANDAMAN SHABERALI

He is a senior lecturer with 16 years of teaching experience. He completed his LL.M. from National Law School of India University, Bangalore in Indian Constitutional Law and Administrative Process. Subsequently he did his second Masters in Law from Sri Krishnadevaraya University, Andhra Pradesh.

He started his career as part time lecturer in 1992 at Sri Vijayanagar College of Law, Anantapur, A.P. and became a full time faculty in the year 1994.

He joined this Institution in 1997 and attained recognition as PG Faculty for LL.M. by the Goa University in 2000.

He has published 17 research articles in various international and national law journals and magazines. He has organized various programmes on Intellectual Property Rights and Human Rights at the College such as programmes sponsored by the UGC, HRD Ministry etc. He has been invited as a Resource Person by various Governmental and Non Governmental organizations on Right to Information and Intellectual Property Rights.
 
He teaches courses on Criminal Law, Intellectual Property law, Environmental Studies, Environmental Law, Consumer Protection and Law of Taxation. His areas of interest are Constitutional law, Consumer Protection, Environmental Aspects, Criminal Law and Intellectual Property law
 

 
She graduated in History and Psychology from St. Xavier's College, Mapusa with top honors at the Goa University with a First Class First.

She is a faculty member at her Alma Mater V.M.Salgaocar College of Law for the last thirteen years, after having graduated from it with flying colours, having topped the Goa University in all three years of LL.B. with First Class First.

She practiced Law for three years and later pursued her LLM. Studies at the University of Pune and completed her Masters in Criminal Law and Administrative Law. She subsequently did her second Masters from Goa University specializing in Human Rights and was the recipient of three Gold Medals - for topping at the Goa University and for securing highest marks in Constitutional Law and Jurisprudence respectively.


Mrs. KIM ROCHA COUTO

She has been recognized as Post Graduate Faculty for LL.M. by Goa University in 2005. Presently, she is a member of the Board of Studies ( BOS) in Law, Goa University. She is also the Chairperson of the Sexual Harassment Committee of the College.

She is the Editor in Chief of “Law’racle”, the In House Newsletter of the College and has been instrumental in promoting value education by organizing various programmes on human rights issues.

She teaches courses on Law of Torts, Jurisprudence, Interpretation of Statutes, Land Laws, and Criminology. Her areas of interest are Human Rights of women and children and Alternate Disputes Resolution systems and her research contributions in this field have been well received.
 




Mr. KOTAGIRI SRINIVASA RAO

He is a senior lecturer with 16 years of teaching experience. He completed his LL.M in Labour Law from Kakatiya University, Warangal, A.P. He completed his Post Graduation Diploma in Personnel Management in 1991.

He practiced as an advocate in civil and criminal courts for two years at Karimnagar district in State of Andhra Pradesh. He joined as a part time lecturer in 1992 at Margadarshi College of Law, Karimnagar, A.P. and was appointed as full time faculty in 1995. He was the Principal of T. L. N. College of Law, Bobbili, A P. from 1995 to 1996. Then he went on to become the Principal of Margadarshi College of Law, Karimnagar, A.P. in 1997 till 2000. He joined the P. R. R Law College, Hyderabad thereafter. He then joined this institution in the year 2000.
 
He is recognized as Post Graduate Faculty for LL.M. Program, by Goa University in 2004. He has published 12 articles in various National law journals and magazines.

Presently he is a member of State Legal Service Authorities, Goa. He is the NSS Programme Officer and has organized several special camps.

He has taught courses on Law of Torts, Labour Law, Transfer of Property, Family law, Criminal Procedure Code, Civil Procedure Code and Administrative Law.

His areas of interest are Criminal Procedure Code, Transfer of Property and Labour Laws.
 

 
He graduated and post graduated in Law from Karnataka University, Dharwad, specializing in the area of Labour Law in the year 1999.

He joined this Institution in the year 2001 and has taught courses in Labour Law, Arbitration & Conciliation, Law of Insurance, Criminal Law and Family Law for the LL.B. Course and Labour Law at the LL.M. programme.

He has been the Chairman of the Legal Aid Society and has contributed in organizing various activities including Seminars, Certificate Courses, National Level Moot Court Competitions, etc.

He has presented various papers and presentations at various State level and National level Seminars.


Mr. BABUGOUDA S. PATIL

He is also a visiting Faculty for the LL.M. Program on Human Rights and ADR Certificate Program at Shivaji University, Kolhapur, Maharashtra. He has been empanelled as a Resource Person in the Karnataka Institute for Law and Parliamentary Reform (KILPAR), Bangalore (A Government of Karnataka Initiative).

His research areas include Labour Law, Alternative Dispute Resolution Systems, and Human Rights with specific reference to the Rights of Disabled.
 

 


Mrs. SANDHYA RAM S. A.

She graduated from Kerala Law Academy in the Five Year LL. B Course and thereafter obtained her post graduate degree in Constitutional Law and Administrative Law from the Department of Law, Kerala University.

Her post-graduate degree in law is distinguished by First Rank and an exceptionally high standing of 82%.

After engaging lectures for the LL.M Program at her Alma Mater for a few months, she joined this institution in June 2001.

She is associated with the Moot Court activities of the College and has skillfully codified the mode of citations to be followed by the LL.M students and for Moot Court Memorials.
 
She has formulated many innovative teaching methods and has taught courses in Administrative Law, Constitutional Law, Law of Evidence, Environmental law, Law of Taxation, Company law, Banking and Consumer Law, Law of Torts, Jurisprudence and Labour Law.

She is a co-opted member of Goa University's Committee on Prevention of Sexual Harassment of Women at Work Place.

Her areas of interest are Legal Status And Human Rights of the Unborn Person, Constitutional Law, Administrative Law, Judicial review and Ouster Clauses, Role of State in Disaster Management, among others.

Her current research interests include Judicial Process, Constitution & Constitutionalism, the Rights of the Unborn and Human Rights of the Aged.
 

 
She has been a meritorious student and has a number of awards to her credit including prizes in Economics and Philosophy.

She completed her LL.B and LL.M from V.M. Salgaocar College of Law, Miramar at the Goa University.

During her degree course she was declared as Best Mooter of the college for three consecutive years.

She has been teaching at this Institution since 2000. She teaches courses in Constitutional law, Administrative Law, International law, Contract I & II, and Family Law II. She is coordinator for the Guest Lecture Series, Civil Law Studies Certificate Programme and In-charge of Labour Law Club.


Mrs. PEARL MONTEIRO

Her areas of interest include Mooting, Family Law & Constitutional law. She has compiled reading material on Private International Law of Goa for the students.

She is also an Honorary Member of Goa Medical College Ethical Committee.
 

 


Mr. NAGESH COLVALKAR

He has been in the teaching profession since the last 20 years. He began his teaching career at the at Dnyanprassarak Mandal’s Junior College of Commerce Mapusa, Goa.

He has double post-graduate Degree in Commerce From the Bombay University and the Shivaji University University, Kolhapur.

He completed his graduation and post graduation in law from the V.M. Salgaocar College of Law where he joined as a Full Time Faculty in the year 2004.

He has registered for Ph.D in Law on the topic, "Administration of Criminal Justice System during Pre-Liberation and Post Liberation Period of Goa".
 
He is the Chairman of the Legal Aid Society of the College and has been the N.S.S. Program Officer. He is also the Visiting Faculty at Goa Institute of Management of Studies (GIMS) at Ribandar and the Goa Institute of Rural Development Agency, Old Goa.

Presently he is also the Vice President of the University and College Teachers Association, State of Goa. He is a State trainer for Government Servants for the State of Goa under the Right to Information Act. He is also a member of College Development Council of the Goa University.

He has taught courses on Contract Law, Banking and Land Laws. His area of interest is Criminal Justice Administration, Property Laws and Land Laws of Goa.
 

 
She completed her Five Year Law Course at ILS Law College, Pune in the year 2001 and post-graduated from the Dept. of Law, University of Pune in the year 2003.

She has done her Diploma in Consumer Protection Laws from the Institute of Advance Legal Studies, Pune.

She started her teaching career in the year 2003 and has been with this Institution from 2004.

She has been associated with the Free Legal Aid Cells of the institution from time to time, and has coordinated Moot Court Activities and various Seminars and Workshops in the College. She is also the coordinator of the Human Rights Club of the College.


Mrs Mrunmayi M. Vaidya

She is the Associate Editor of "Lexpressions', the Annual Law Publication of the College. She has to her credit articles published in various journals, and papers presented at the State Level Seminars.

She teaches courses on Family Law, Administrative Law, Jurisprudence and Torts. Her research interest includes Personal Laws, Human Rights with specific reference to Child Rights and the ADR.
 



Miss Ranjana Ferrao

She started her career in Law after securing First Rank with Distinction at B.Sc from Goa University. She continued achieving academic excellence and secured the highest marks at all Semesters during L.L.B.

She studied Masters in Law at V.M. Salgaocar College of Law, Miramar where she specialized in Intellectual Property Rights. She holds the distinction of being a merit student and Rank holder at the Goa University in her LL.B and LL.M examinations.

She is a member of the Faculty of V.M. Salgaocar College of Law since 2004. She has published articles on the Legal Regulation of Information on the Internet and the issues raised by emerging technologies.

 

She has also complied a book on Land Laws for the Students of the College. She is the Co-editor of Lexpressions - The College Law Journal and also editing other books.

Her many professional positions include the chair of the Legal Aid Society. She has coordinated 40 Legal Literacy Camps in association with the North Goa District Legal Services Authority dissecting the length and breath of Goa. She is the coordinator of Intellectual Property Law Club, Family Law Club, and Placement Cell. She plays an active role in organizing Seminars, Workshops and other academic events at the institution.

She is also a Member of the Amnesty International and has Coordinated a Campaign on "Rights of Girl Child How to make schools safe".

She teaches Intellectual Property Rights and Family Laws. Her research interests include Intellectual Property Law and Cyber laws.

She is a state Trainer at The Goa State Legal Services Authority.

She is the Executive Council Member of All India Law Teachers Congress.


 
He graduated from Mangalore University securing Gold Medal in Economics. He also completed his LL.B from Mangalore University.

He also obtained the Gold medal for securing the highest marks in the University examinations in LL.M. (Constitutional Law) at Mysore University, Mysore.

He began his career in Kare College of Law, Goa, and then worked with Hidayatullah National Law University, Raipur. He joined this Institution in July 2008.

He is actively involved in training students in e-learning. He is Faculty Member of the ADR Board and Moot Court Society.


Mr Girish KC

He has taught courses on International Commercial Arbitration, International Environmental Law and Law of Contract.

He is a Visiting Faculty at S.D.M. Law College Mangalore for LLM for Cyber Laws .His area of interest is Arbitration, Law of Insurance and Environmental Law.
 

 


Mr. SAHADEV A. MANDREKAR

He started his career as a Director of Physical Education in People's Higher Secondary School, where he worked for five years. He was appointed as the Director of Physical Education at this institution in October 1993 and has been serving in this institution for the last 15 years.

He has been responsible for securing several laurels for the Institution in various athletic and sporting events.

A great sportsman himself, he was awarded the prestigious Gold Medal in Athletics at the Goa State Masters Meet.

Presently, he is the Executive Member of the Goa Amateur Athletic Association of the Sports Authority of Goa. He is also the Programme Officer of the NSS Unit of the College.
 

 
He graduated in Law from the New Law College, Mahim, Bombay. He has been with this College as a Part- time faculty since 1980. He is a eminent lawyer practicing at the Bar since 1975.

At this College he teaches Law of Torts, Company Law and Civil Procedure Code. His area of interest is Parliamentary Proceedings. He has trained the College team for the Mock Parliament Competition which gained recognition at the National level.
